The individual is the FOUNDATION of the government. 

The government can’t exist unless the individual exists as a moral being.

The government is predicated on the existence of the moral individual.

Without a group of individuals who founds themselves on moral frameworks, the government cannot exist.

Of a group of incorruptible individuals, the government is incorruptible.

Of a group of strong individuals, the government is strong.

Of a group of greedy individuals, the government is greedy.

As above, so below. 

So below must be incorruptible. 

Below must be strong.

The strong, incorruptible individual is the FOUNDATION of the government.
